The Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment (Amendment) Regulations 2019

Summary of the key points

These Regulations amend Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment Regulations 2012.

This instrument amends the following provisions of the 2012 Regulations:

  1. The restriction of the second-hand sale of electrical equipment from July 2019. Such an outcome would be in conflict with the waste hierarchy, which puts reuse and refurbishment above recycling;
  2. The inability to repair or upgrade equipment that falls within the scope of the 2011 Directive after July 2019, with new cables or spare parts. This would be undesirable from both an environmental and an economic perspective;
  3. An inadvertent ban on new pipe organs being placed on the EU market, as they would not be RoHS compliant due to the amount of lead required to produce the pipes;
  4. The different treatment of cord connected non-road mobile machinery, such as professional cleaning machines (which would be caught by the 2011 Directive), in comparison with otherwise identical machinery powered by a battery or an on board power supply (which would be exempt).

The Regulations come into force on 12 June 2019

  • A day with Hydrology, SEPA's hydrometry unit is responsible for around 400 gauging stations and 350 rainfall monitoring sites. River gauging stations are important as they allow river levels to be monitored so flood events can be predicted and flood warnings sent out.

  • Brewing and Distilling Technical Drop-in Day: Waste, Water, Energy, Brewing and Distilling is booming due to high demand for quality Scottish beers and spirits. All this growth is also leading to a boom in food waste, energy and water use.
